Movable Type 4.0 Release Candidate 2 is Out

Movable Type 4.0 Release Candidate 2 is out after delayed for a couples of days.

We found two critical bugs in RC2 last night just as we were getting ready to deploy it. We decided that we should hold off on the release to ensure that what do release is of the upmost quality.

Sorry for the delay, but I trust everyone understands.
